Can I recover AxTraxNG database from Access Control panel

In case where AxTraxNG server is lost and no backup of the database is available there is no way to recover data from the Access Control Panels.

The data being saved inside the Access Control Panels is saved in a way that have no meaning if restored and this came to protect the the site data.
